How the Party is Built

The Permanent Rule Book

Rules the Party lives by

Internal elections, presidential oversight

Every designation other than the President is filled by internal election. Top designations are governed 50% by Special Appointees of the President, who rotate to a new place every 3 to 6 months.

Ministries to experts — 50/50 powers

Every ministry is allocated to an expert of the field. Ministers hold 50% of the ministry's powers; the balance 50% rests with a Retired IAS officer or technical expert appointed by the National-level President.

Portal-only correspondence

All Party correspondence runs through the portal. Every Office Memorandum is by default copied to the President and to all seniors in the chain.

Direct access to the President

From a village member to the National President — anyone can write directly to the President. The President's IT Department answers and forwards every ticket within 24 hours, by the gravity of the matter.

Offices on live public CCTV

Every UB-UBUNTU office is covered by CCTV, open to public live viewing 24 hours — with only the narrow exclusions the law requires (identity-document desks, ballot secrecy).

CA-controlled, audited finances

Finance Secretaries (Chartered Accountants only) control funds at every level; every payment carries two signatures; every level and every SPS is audited annually. No payment is collected before ECI registration.
